Following groups of foreign students have a right to apply for first year at the Moscow State Mining University for studying at basic education programs of the higher professional education are:
citizens of foreign countries – the individuals who are not the citizens of the Russian Federation and who have the documents that confirm their citizenship (nationality) of the foreign state;
stateless individuals – the individuals who are not the citizens of the Russian Federation and who have no documents that confirm their citizenship (nationality) of the foreign state.
1.2. Citizens of foreign countries and stateless individuals are admitted onto the study to MSMU:
on directions of Ministry of Education and Science; within the frames of quota established in accordance with the Regulations of the Government of the Russian Federation;
in accordance with direct agreements (contracts) settled between the MSMU and the citizens of the foreign countries on sites within the frames of numerical strength determined by the License and quota of places of commercial admission by occupations, with the payment of training cost on terms stated by rules of acceptance and in individual agreements.
1.3. The citizens of the Republic of Belarus, the Republic of Kazakhstan, the Republic of Tajikistan and the Kyrgyz Republic in accordance with the Agreement on exacerbation of integration in economic and humanitarian areas from March 29, 1996 and on the basis of mutually recognized equivalent documents of the government-approved format which give the right to enter the University can be accepted to MSMU on usual terms on sites financed at the expense of national budget of the Russian Federation on conditions that they are going into higher education for the first time.
1.4. The individuals who are residing on the territory of states- republics of the former USSR and facing with difficulties in realization of their rights to education at the places of their residence are accepted to MSMU on a competitive basis on sites financed at the expense of national budget of the Russian Federation. The mentioned above individuals should turn to Admission Committee with a corresponding application form. In a case of favourable decision these individuals can be eligible for participation in competition on sites financed at the expense of national budget of the Russian Federation.
2. ACCEPTANCE OF APPLICATION FORMS AND DOCUMENTS
2.1. The admission of foreign citizens and stateless persons is made by personal application form. When applying for admission to MSMU applicant fills in a questionnaire and presents the following documents:
document of identification and citizenship, and 2 notarized copies with translation in Russian;
original certificate of education with a notarized translation in Russian;
certificate of equivalence issued by Rosobrnadzor (list of states whose citizens are not required to provide certificate or such certificate delivery may be delayed until January 1, 2009, is set by Rosobrnadzor annually);
4 photos, size is 3 ’4 cm;
medical report on health state (including HIV-certificate), confirming the possibility of studying in the university, with a notarized translation in Russian;
entry visa with an arrival mark for education at Moscow State Mining University (for foreign citizens with entry visa system in the Russian Federation).
2.2. Acceptance of application forms from foreign citizens and stateless persons for full-time and evening form of education is made from June, 20 to August, 20, for part-time form of education until September, 15, with the exception of persons who have student assignment in Moscow State Mining University under quotas, determined by appropriate acts of the Government of the Russian Federation.
2.3. Applicants have a right to get acquainted with the Charter of MSMU, the certificate of state accreditation, license to conduct educational activities on specific qualifications and fields, as well as other documents regulating the organization of the educational process and the work of the enrollment board, including the programs of entrance examinations and the Procedure for filing and review appeals.
3. ENTRANCE EXAMINATIONS AND ADMISSION TO UNIVERSITY
3.1. All foreign citizens and stateless persons entering MSMU pass entrance examinations in Russian language and mathematics, as well as the social studies and physics for some faculties.
3.2. Foreign citizens named in paragraph 1.3. of these Rules, pass the entrance examination in accordance with the Rules of admission to the first year of Moscow State Mining University and participate in the overall competition.
3.3. Foreign citizens and stateless persons entering in accordance with the direct contracts of MSMU and foreign citizen on site within the number defined by the license and site quota of paid admission in qualifications with tuition cost payment on the conditions prescribed by the rules of admission and specified in individual contracts, pass the entrance examination in accordance with the Regulations for admission to the Moscow State Mining University on a fee basis and they are enrolled to MSMU after the first studies period payment determined by the contract (contract).
3.4. Citizens of foreign countries which have student assignment of the Ministry of Education and Science to study at Moscow State Mining University under the quota determined by the relevant acts of the Government of the Russian Federation are enrolled to MSMU without entrance examinations passing.
4. ORDER OF PAYMENT
4.1. The cost of accommodation of citizens of foreign countries named in paragraph 1.3. of this Regulation is set the same as for the citizens of the Russian Federation. For other categories of foreign citizens and stateless persons the cost of tuition and accommodation cost is determined by the individual decision of the Academic Council of State Mining University.
4.2.7. Payment of tuition and accommodation of foreign students is carried out by individuals and (or) legal entities by sums transferring to the bank account of the Moscow State Mining University, or by making payment in cash of the university.
All issues related to the admission to the University are settled by enrolment board. All information about admission conditions and terms in Moscow State Mining University, as well as all admissions decisions are duly brought to the notice of the applicants.
